Introduction

SPA consists of:

  • Headquarters with their 4 main divisions (seated in Praha, Brno and Olomouc),
  • Regional Divisions with their specialists and Regional Diagnostic Laboratories (seated in Praha, Tábor, Plzeň, Louny, Havlíčkův Brod, Brno and Opava),
  • District Departments (seated in 72 district towns),
  • Phytosanitary Border Inspection (seated in 1 point of entry).

Activities of the State Phytosanitary Administration are founded by the Act No. 326/2004 Sb. on phytosanitary care and changes of some other related Acts. The main activities are concerning:

  1. Protection of the territory of the Czech Republic and of the other Member States of EU against the introduction of harmful organisms from abroad, as well as protection against further spread of quarantine harmful organisms within the territory of the Czech Republic and in the course of export of plant commodities to the third countries.
  2. Systematic surveys of the occurrence of quarantine organisms on the territory of the Czech Republic and establishment of measures to prevent their spread and to isolate or eradicate their focuses
  3. Checks of the observation of quarantine regulations and provisions and of the observation of good plant protection practice especially during storage, distribution and application of plant protection products
  4. Systematic phytosanitary inspection of propagating material (nurseries for fruit trees, vines, forest trees, ornamentals etc.) and stored plant material
  5. Systematic observation, evalution and documentation of the occurence of important harmful organisms and disorders, on lands and in premises where plants or plant products are grown, stored or processed, working out forecasts, warnings and reports on their incidence, monitoring their resistence to pesticides, and surveying extent of chemical treatments of crop plants and consumption of pesticides
  6. Diagnostics of diseases and pests of plants and plant products
  7. Registration of pesticides and other plant protection products, their testing and testing methods of plant protection, supervision of pesticide testing in the Czech Republic
  8. Testing of plant protection machinary and checking of its use
  9. Expertise activities including establishment of phytosanitary legislation
  10. Information and advisory acitivities
  11. Collaboration with other authorities and institutions, international collaboration included
  12. Official testing of potato cultivars resistance against potato cyst nematode and potato wart disease.
